Circle Rate in Mathura and Vrindavan: What It Is and Why It Affects Your Registry

The circle rate in Mathura sets the minimum value for stamp duty on your plot. Learn where to find it and how it differs from market price before you budget for registry.

Two numbers matter on registry day: the price you agreed, and the price the government thinks the plot is worth. The second is the circle rate, and in Mathura district it decides how much stamp duty you pay regardless of what changed hands. Buyers who learn about it only at the Sub-Registrar's counter end up paying more than they budgeted or, worse, signing a deed that undervalues their plot. Here is what the circle rate in Mathura is, where to find it, and how it moved in the last two revisions.

The concept in one paragraph

The circle rate (सर्किल रेट, also called the DM circle rate or the valuation list, मूल्यांकन सूची) is the minimum value per square metre that the district administration fixes for land and buildings in each locality, road category and use. It exists so that stamp duty cannot be avoided by writing a low price in the deed. Square Yards' explainer describes it as the minimum value set by the government for a property, used during registration, and revised from time to time to keep pace with the market. Rates differ by village, by whether a plot fronts a main road or an interior lane, by use (residential, commercial, agricultural, industrial), and in cities by floor and construction type.

Why it decides your stamp duty

Uttar Pradesh computes stamp duty and the 1 percent registration fee on the higher of the deed price and the circle-rate valuation. If your plot is 150 square metres and the circle rate for that road is R rupees per square metre, the valuation is 150 × R. If you paid less than that, duty is on 150 × R; if you paid more, duty is on your price. With stamp duty at 7 percent for a man and 6 percent for a woman, a gap between the two numbers changes what you owe in a straight line. The rates themselves are covered in our stamp duty guide.

Circle rate is not market rate

This is the most common confusion. The circle rate is a tax floor, not an appraisal.

  • In mature localities the market price sits well above the circle rate, sometimes by multiples. That gap is normal and legal; you simply pay duty on the actual price.
  • In areas that were recently notified or re-categorised, the circle rate can jump to meet the market, and occasionally overshoot it for a specific plot with a poor location inside a good-sounding colony.
  • Circle rates are uniform across a category; market prices are not. Two plots on the same list can differ a great deal in what buyers will pay because of corner position, road width or facing.

So do not use a circle-rate list to judge what a plot "should" cost, and do not let a seller use a high circle rate as proof of value. Use it for what it is: the number your duty will be computed on.

How Mathura's rates have moved

Two recent revisions, both reported by Amar Ujala, show how sharply and unevenly the list changes.

October 2024. The district magistrate issued a new list on 10 October 2024 that reset rates for several named colonies in Mathura-Vrindavan. The paper reported Vasudev Element moving from 6,500 to 20,000 rupees per square metre, Radha Gulmohar from 8,000 to 18,000, and Suncity from 10,000 to 18,000, with newly listed colonies such as Maharaja Park at 25,000 and Maharaja Mansarovar at 20,000. Core city areas including Holi Gate, Krishna Nagar, Bhuteshwar and Civil Lines rose by 10 to 35 percent.

November 2025. After the objection period, revised rates took effect on Monday 11 November 2025. The paper reported an increase of about 10 percent in urban residential areas, 10 to 15 percent in industrial zones, and about 5 percent in rural areas. Its examples included Holi Gate market rising from 54,000 to 62,000 rupees per square metre, Krishna Nagar market from 72,000 to 82,000, Chowk market from 44,000 to 55,000, and the area around the ISKCON temple in Vrindavan from 60,000 to 75,000.

Two lessons from these numbers. First, the 2024 colony-level jumps (a threefold rise in one case) show that a named colony can be re-categorised in a single revision; buyers who had budgeted duty on the old list were caught out. Second, the 2025 pattern, roughly 10 percent urban and 5 percent rural, is the more typical annual step. Govardhan-side villages fall in the rural and semi-urban categories of the same list; we have not seen a published locality-by-locality report for them, so pull the current list rather than relying on a summary.

Where to find the current rate

  1. Go to igrsup.gov.in and open मूल्यांकन सूची (valuation list) from the citizen services.
  2. Choose Mathura district, then the tehsil (Mathura, Chhata, Mant, Govardhan or Mahavan) and the village or urban locality.
  3. Download the PDF. Lists are organised by village and then by category and road; read the notes on the first pages, which explain multipliers for road width, corner plots and use.
  4. Cross-check with the Sub-Registrar office or a deed writer, who deal with the list daily and know how a particular road is classified.

If a seller or agent quotes a circle rate from memory, verify it. The number that matters is the one on the list in force on the day you register.

Effects beyond stamp duty

  • Bank loans. Lenders value the plot themselves and lend a percentage of that valuation or the deed price, whichever is lower in their policy. A deed that understates the price (never below circle rate, but sometimes just at it) can shrink the loan you are eligible for. See our plot loan guide.
  • Resale. The deed value you register now becomes your cost of acquisition on paper. Registering low today can mean a larger taxable gain later. Discuss this with a chartered accountant rather than an agent.
  • Income-tax rules. Indian tax law has provisions that look at deed values below the stamp-duty valuation for both buyer and seller. We are not going to summarise them here because the thresholds and exceptions change; the point is that "registering at circle rate" when you paid more is not a free choice. Our guide on paying for a plot safely covers the payment trail that goes with it.

What this means for you

Before you agree a price, look up the circle rate for that village and road category, work out the valuation of the exact plot, and compute stamp duty on the higher of that and the price. Expect the list to move roughly yearly, more in some colonies, so if your registry is months away, budget a margin. And register the true price: it protects your loan eligibility today and your tax position when you sell.

This is general information, not legal or tax advice. Please confirm with your advocate or chartered accountant.

Frequently asked questions

What is the circle rate?+

The circle rate is the minimum value per unit area that the district administration fixes for property in each locality and category. Stamp duty and registration fee are computed on the higher of this valuation and the price in your deed. It is also called the DM circle rate or the valuation list (मूल्यांकन सूची).

Where can I find the circle rate for a village in Mathura district?+

On the IGRS UP portal, igrsup.gov.in, under the valuation list (मूल्यांकन सूची). Select Mathura district, the tehsil and the village or locality, and download the current list. The tehsil and Sub-Registrar office also keep a printed copy, and deed writers near the office will look it up for you.

When were circle rates in Mathura last revised?+

New rates for Mathura district took effect on 11 November 2025 after objections were resolved, with roughly a 10 percent rise in urban residential areas and about 5 percent in rural areas, according to Amar Ujala. An earlier revision in October 2024 sharply raised rates for several named colonies in Mathura-Vrindavan.

Is the circle rate the same as the market rate?+

No. The circle rate is a floor for taxation. In established localities the market price is usually above it; in newly notified areas the two can be close or the circle rate can even exceed what buyers pay. Never treat a circle rate as a price guide for a specific plot.

What if my agreed price is below the circle rate?+

Stamp duty is still charged on the circle-rate valuation. You cannot reduce duty by declaring a lower price. There can also be income-tax consequences for both sides when a deed value sits below the circle-rate valuation, so discuss it with your chartered accountant before signing.
