Plot Registry in Mathura District: The Step-by-Step Process

The plot registry process in Mathura from sale deed draft to mutation: stamp duty, the IGRS UP appointment, biometrics and receipts, so nothing surprises you on the day.

Registry day is the one appointment in a plot purchase that cannot be undone, so it pays to know the sequence before you walk into the Sub-Registrar office. The plot registry process in Mathura district runs on the Uttar Pradesh IGRS portal for the paperwork and payment, then finishes in person with signatures, photographs and thumb impressions. Here is the order of events, what each step costs in time, and the small things that trip people up.

Before you book anything: the pre-checks

Registry converts an agreement into ownership. It does not fix problems in the title, so the checks come first. At minimum, by the time you are ready to register you should have:

  • The seller's chain of title and the current khatauni showing the seller's name (see our document checklist).
  • The layout sanction if the plot is in a colony (see what MVDA approval means).
  • An encumbrance certificate (bharmukt praman patra, the "barah saala") from IGRS UP showing no registered mortgage or attachment.
  • The current circle rate for the village and road category, because your stamp duty will be calculated on the higher of the circle-rate value and the price you actually agreed (see circle rates explained).

If the developer has promised "registry support", this is the stage where they should be handing you documents, not asking for money.

Step 1: Draft the sale deed

The sale deed (vikray patra, often just "registry" in local speech) is drafted by an advocate or a deed writer. It records the parties, the property by khasra or gata number, plot number and boundaries, the area, the consideration, the payment mode and dates, and the possession clause. Read it in a language you understand. In Mathura most deeds are in Hindi; ask for a translation of every clause if you need one. Check that the area in the deed matches the area in the sanctioned layout and the agreement to sell, and that every payment you have made, including the token, is listed with its date and mode.

Step 2: Calculate and pay stamp duty and the registration fee

Uttar Pradesh charges stamp duty of 7 percent for a male buyer, 6 percent for a woman buying alone, and 6.5 percent for a man and woman jointly, plus a flat 1 percent registration fee, each computed on the higher of the circle-rate value and the agreed price. Home First's June 2026 guide gives the worked example of a 50 lakh rupee property in a man's name: 3,50,000 rupees stamp duty plus 50,000 rupees registration fee, 4,00,000 rupees in all. The woman's concession has a value cap, covered in our stamp duty article.

Payment is online. IGRS UP has a stamp and registration fee calculator (स्टाम्प-निबन्धन शुल्क कैलकुलेटर) and the e-stamp is generated from the portal; Kotak's guide lists debit card, credit card, net banking and demand draft as accepted modes, and notes cheques are not accepted. Keep the e-stamp certificate number: it goes into the registration application.

Step 3: Apply online and book the appointment

On igrsup.gov.in, the citizen services menu has "सम्पत्ति पंजीकरण — आवेदन करें" (property registration — apply). You create an applicant login, enter the district, tehsil and Sub-Registrar office, the property details, the parties and witnesses, and upload the deed and IDs. The portal then lets you pick an appointment slot at the Sub-Registrar office. Print the application summary and appointment slip.

The portal's helpline is 1800 180 1476, with a WhatsApp line at 9235930505, if the form throws an error. Deed writers near the office will do this step for a fee; there is nothing wrong with that, but check every field yourself, especially the area and the consideration.

Step 4: Assemble the file for the day

Kotak's guide lists what the Sub-Registrar office expects: the sale deed, PAN cards, Aadhaar or other ID for all parties, the property map, the khatauni, the encumbrance certificate, property tax receipts where applicable, any NOC required for the land, and the stamp duty payment receipt. In practice you should carry:

  • Original and one photocopy set of every document above.
  • Passport-size photographs of buyer, seller and witnesses.
  • Two witnesses with original Aadhaar or other ID. They must be adults and should be people you can find again if ever needed.
  • The e-stamp certificate and the printed appointment slip.
  • Proof of payments made to the seller (bank statements), because the deed will state them.

Step 5: At the Sub-Registrar office

The sequence inside is the same everywhere in the state. The clerk verifies the documents and the e-stamp against the application. The parties and witnesses sign the deed in front of the Sub-Registrar, are photographed, and give thumb impressions on the document and biometrically on the office system. LegalKart's guide describes this as: submit documents for verification, execute the deed with signatures, present two witnesses with identification, and provide fingerprints. If any party cannot attend, their properly stamped and registered power of attorney holder can act; a plain notarised POA is not enough, and we explain why in our piece on GPA sales.

You will be given a receipt with the registration number and the fees paid. Do not leave without it.

Step 6: Collect the registered deed

After the document is scanned and entered in the register, the original deed is returned with the endorsement page bearing the registration number, book number and date. Depending on the office this is the same day or within a few days. Check the endorsement, then apply for a certified copy (प्रमाणित प्रतिलिपि) on IGRS UP as a backup; the portal also lets you search the registered document later under "सम्पत्ति खोजें".

Step 7: Mutation, the step most people forget

Registration proves that the transfer happened. Mutation (dakhil kharij) is what puts your name in the revenue record, the khatauni, at the tehsil. The Uttar Pradesh government has directed that undisputed mutation cases be completed within 45 days of registration and disputed ones within 90 days, with district magistrates made accountable for delays. Apply as soon as you have the registered deed; our mutation guide walks through the tehsil process.

Timeline at a glance

Stage Where Typical effort

Stamp duty payment and appointment igrsup.gov.in Same day
Signing, photos, biometrics Sub-Registrar office Half a day
Deed returned Sub-Registrar office Same day to a few days
Mutation Tehsil Up to 45 days for undisputed cases

What this means for you

Budget roughly 8 percent of the higher of price and circle-rate value for a man's name, 7 percent for a woman's, before your advocate's fee. Do the title work before you pay stamp duty, not after. Insist on being present, read the Hindi deed line by line, and treat the registry receipt and mutation order as part of the same job. If you buy in one of our layouts, registry support is part of what we provide, and we are happy to explain each step in person at the site visit.
