The NRI's Guide to Buying a Plot in Vrindavan From Abroad
How an NRI buys a Vrindavan or Govardhan plot without flying in: video site visits, POA, NRE/NRO payments and registry by a representative, done safely.

Buying NRI property in Vrindavan or Govardhan from abroad is a paperwork exercise, not a leap of faith. FEMA lets an NRI or OCI buy residential land freely, a special power of attorney lets a relative sign the registry for you, and the money moves from your NRE or NRO account by bank transfer. The risk is not in the rules; it is in skipping verification because you are 7,000 km away. Here is the sequence we walk NRI families through.
Step 1: Decide what kind of plot, and where
Most NRI buyers want one of three things: a future retirement home, a place for parents now, or land that holds value while the family decides. Each points to a different location. Govardhan suits families who want the parikrama at the doorstep and a quieter town; Vrindavan suits those who want the main temples within a short drive. Our comparison in Vrindavan vs Govardhan is a good starting point.
For reference, our delivered layouts are Girraj Pathway (8 acres, plots of 60–800 sq. yd, on the Badi Parikrama Marg at Aanyor, Govardhan) and Govardhanlok (11 acres, 60–148 sq. yd, on Govardhan Road at Jamunavata). Both are MVDA approved. On the Vrindavan side, Manohar Vilas at Panigaon offers 70–200 sq. yd plots with immediate deed execution. Details are on /projects; our team shares the current rate sheet on WhatsApp.
Step 2: The video site visit
Ask for a live video walk, not a pre-recorded reel. On a live call you can direct the camera: show me the entry gate, walk to my plot number, pan to the road width, show the boundary wall, show the electricity poles, point the phone at the neighbouring plots. Do it in daylight. Ask the person on site to hold the layout plan next to the physical plot pillar so the numbers match.
Pair this with satellite imagery on your own screen. Confirm that the road you are shown exists on the map and connects to a public road, not to another private parcel.
Step 3: Verify the papers by email
Before any token, ask for scans of:
- The MVDA layout sanction letter and the sanctioned layout map. Cross-check the colony name on the Mathura-Vrindavan Development Authority's published approved-colony list, which records the layout map number, approval date and the khasra numbers and village for each colony. How the sanction works is in what MVDA approval means.
- The chain of title: the developer's purchase deeds from the original landowners.
- Current khatauni (record of rights) for those khasra numbers, which you can view yourself on UP Bhulekh.
- The draft sale deed you will eventually sign.
Send the set to an advocate in Mathura for a title opinion. This costs a fraction of the plot and is the single best use of money in the process.
Step 4: Paying from abroad
FEMA is specific about how the money must arrive:
- By inward remittance through normal banking channels, or by debit to an NRE, NRO or FCNR(B) account in India.
- Not by traveller's cheques, foreign currency notes or a payment made outside India.
Pay the token, the instalments and the balance only by bank transfer into the developer company's account, and collect a receipt for each. Save the bank advice for every transfer. If you sell later, the bank processing repatriation will ask for proof that the purchase was paid from permitted funds, and the RBI caps repatriation at the proceeds of two residential properties and USD 1 million a year from an NRO account. Our post on how to pay for a plot safely covers receipts and what to refuse.
Step 5: The power of attorney
You will most likely not be in Mathura on registry day. The document that stands in for you is a POA:
- Draft a special POA. Name the plot number, the layout, the village and khasra, and list the acts allowed: sign the sale deed, present it for registration, admit execution, receive possession, apply for mutation. Avoid a general POA covering "all property".
- Execute it abroad. Sign before an Indian consular officer, or before a local notary and obtain an apostille if your country is a Hague Convention member. Some sub-registrar offices still prefer consular attestation; ask the Mathura office in advance.
- Stamp it in India within three months. Under Section 18 of the Indian Stamp Act, a POA executed abroad must be stamped (adjudicated) within three months of arriving in India. Miss this and it cannot be used.
- Register it. For a POA that will be used to sign or present a deed for immovable property, get it registered at the sub-registrar office. The attorney and two witnesses attend.
Choose the attorney carefully. A parent, sibling or adult child in India is typical. Remember that a POA dies with the principal and can be revoked by a registered revocation deed, so it is not a permanent transfer of anything.
Step 6: Registry day, by your representative
The sale deed is executed and registered at the sub-registrar office for the area (Mathura district). Stamp duty and registration fee are paid online in advance, the attorney and the developer's signatory appear with two witnesses, biometrics are taken and the registered deed is returned. The step-by-step, including what identity documents the attorney carries for you, is in plot registry in Mathura district.
Ask for the registered deed to be scanned to you the same day and the original couriered or held by your attorney.
Step 7: After registry
Three tasks that NRIs often forget:
- Mutation. File for dakhil kharij at the tehsil so the revenue record shows your name.
- Boundary and photographs. Get the plot pillars fixed and ask for dated photos two or three times a year. Our note on maintaining a plot from far away lists the routine.
- A single folder. Deed, POA, sanction letter, receipts, bank advices, mutation order. Keep it in the cloud and with your attorney.
What this means for you
The remote route works when you treat verification as the main event and the video call as the fun part. Insist on the sanction letter and the title opinion before the token, pay only by bank transfer from a permitted account, and get the POA drafted, stamped and registered in the right order. The FEMA background is in NRI buying property in India: what is allowed. If you would like a live video walk of a layout at a time that suits your time zone, ask us at /contact.

Frequently asked questions
Can an NRI buy a plot in Vrindavan without visiting India?+
Yes. The whole sequence can be done remotely: shortlist by video site visit, verify documents by email, pay from an NRE or NRO account, and have a family member sign and register the sale deed under a special power of attorney that you execute at the Indian consulate or apostille abroad. Most NRI buyers still visit once before building.
Which account should an NRI pay from, NRE or NRO?+
Either is allowed under FEMA, along with a direct inward remittance from abroad. NRE funds are freely repatriable, so many buyers prefer paying from NRE when they may want to take the sale proceeds back later. Whatever you use, pay only by bank transfer and keep each debit advice; cash and foreign currency notes are not permitted.
How is the power of attorney for a Vrindavan plot registry done?+
Draft a special POA naming the plot and layout, sign it before the Indian consulate or a notary plus apostille, courier the original to India, get it stamped within three months of arrival and register it at the sub-registrar office. Your attorney then presents the sale deed with your ID documents and the payment proofs on registry day.
What approval should an NRI check before paying a token in Vrindavan or Govardhan?+
Ask for the MVDA layout sanction (the Mathura-Vrindavan Development Authority approves colony layouts) and cross-check the colony on MVDA's published approved-colony list, which shows the layout map number and approval date. Then verify the khasra numbers on UP Bhulekh. Do not accept a verbal assurance that approval is 'in process'.
How do NRIs look after a vacant plot from abroad?+
Buy inside a gated, boundary-secured layout, get your own plot pillars fixed, and ask for dated photographs two or three times a year. Complete mutation (dakhil kharij) in your name after registry so the revenue record matches the deed. A relative or the developer's team can handle periodic visits; keep tax and maintenance receipts in one folder.
